Davis Mortuary Investigation
The ongoing investigation into the Davis Mortuary at 128 Broadway, Pueblo, CO a business owned by Pueblo County Coroner Brian Cotter and his brother Chris Cotter, led by the Colorado Bureau of Investigation (CBI) based on its prior experience with the Return to Nature Funeral Home case with assistance from the Pueblo Police Department, Pueblo County Sheriff’s Office, the 10th Judicial District Attorney and coroners from El Paso and Fremont counties, began after an unknown number of bodies and cremains were discovered by inspectors from the Colorado Department of Regulatory Agencies (DORA) on Wednesday, August 20, 2025 during an annual inspection. DORA has since suspended the license of Davis Mortuary.

Questions and Answers:
- What is the status of the employees of the coroner’s office? Is Brian reporting to work?
Current Pueblo County Coroner staff remain employed by Pueblo County and will continue to work in limited capacities. Currently, Brian Cotter is still the Pueblo County Coroner, but the day-to-day operations of the office are being handled by the El Paso and Fremont County coroners’ offices.
- Have other funeral homes in Pueblo been inspected and/or when that might occur?
Inspectors for the Colorado Department of Regulatory Agencies have inspected 6 funeral homes in Pueblo in 2025 (including Davis Mortuary) and have another 12 to inspect later this year. Statewide, 193 have been inspected, with 95 left to be completed this year.
- How long with identification of the remains take?
The process of identification is in the early stages and is likely to take an extended period of time due to the various stages of decomposition.
- Where have the bodies been transported to?
Bodies have been transported to the El Paso County Coroner’s Office where they are working on identifications.
- Have Brian Cotter and/or Chris Cotter been arrested? Is there a concern that they may leave the community?
At this time, no arrests have been made as this is an ongoing investigation. Law enforcement has had contact with both Brian and Chris Cotter, and there is no indication either are a flight risk.
