- What Is CCIC?
- The Colorado Crime Information Center (CCIC) system is a computerized information system established as a service to all Colorado criminal justice agencies.The mission is to provide and maintain accurate and timely documented criminal justice information in an effort to prevent crime and protect life and property by enabling the rapid exchange of valid, complete information among criminal justice agencies.CCIC also serves as the conduit by which criminal justice agencies obtain access to the National Crime Information Center (NCIC) and the International Justice and Public Safety,Network (Nlets) information systems, through which nationwide data is obtained.
- Who Uses CCIC?
- Criminal justice agencies use CCIC, NCIC, and Nlets for the administration of criminal justice, which is defined as the detection, apprehension, detention, pretrial release, post-trial release, prosecution, adjudication, correctional supervision, or rehabilitation of accused persons or criminal offenders, including criminal identification activities and the collection, storage, and dissemination of criminal history record information.Criminal justice agencies are:
- Police/Sheriff Departments at all government levels including Highway Patrol
- Prosecuting Agencies (DAs)
- Courts
- Corrections and Probation Parole commissions at all government levels
- Government agencies that collect fingerprint identification information
- CJIS Systems Agencies (which, for Colorado, is the CBI)
- Regional organizations established by statute and governed by law enforcement to process criminal justice information
- CCIC Governance and Regulation
The Colorado Bureau of Investigation (CBI) is the state CJIS Systems Agency (CSA) providing connectivity to the Federal Bureau of Investigation Criminal Justice Information Systems division (FBI-CJIS) for all Colorado criminal justice agencies. Under the agreement between the FBI and CBI, the CBI is tasked with ensuring proper use, storage, and security of criminal justice information (CJI) within the state. Criminal justice agencies accessing CCIC and the National Crime Information Center (NCIC) do so under agreement between CBI and their respective agencies. Under this shared management model, each agency does their part to ensure record quality and security.
Rules governing the use of CCIC and NCIC information are based on the following federal laws and FBI policy:

- CICJIS Integration
- CCIC communicates with the Colorado State Judicial Department, the Colorado Department of Corrections, the Colorado District Attorney's Council, and the Colorado Department of Human Services - Division of Youth Corrections through the Colorado Integrated Criminal Justice Information System (CICJIS). This connection allows the five partner agencies to obtain and share information between users without requiring users to separately access each individual system.For law enforcement officers, the primary benefit of CICJIS is the rapid transfer of protection orders and warrants issued by the Colorado State Judicial Department into CCIC and NCIC, allowing law enforcement to quickly identify the subjects identified in the records and to take appropriate enforcement action.Additionally, the CICJIS partnership furnishes court case dispositions to the CBI criminal history database improving the quality and accuracy of criminal history information.
