The Supporting Recovery Programs Persons Who Wander Grant Program is a funding opportunity offered through the Colorado Bureau of Investigation (CBI) for Fiscal Year 2023-24.

The intent of the Supporting Recovery Programs Persons Who Wander Grant Program is to provide grant funding to assist local governments or their designees in locating persons with medical conditions such as Alzheimer's Disease and related dementias, autism, brain injury, or developmental, cognitive, neurological, or chromosomal disorders by encouraging county sheriffs' departments, municipalities, and county or municipal designees to establish recovery programs and provide tools that will increase the chances of saving the lives of lost and missing persons.

To assist local governments or their designees in locating persons with medical conditions such as Alzheimer's Disease and related dementias, autism, brain injury, or developmental, cognitive, neurological, or chromosomal disorders by encouraging county sheriffs' departments, municipalities, and county or municipal designees to establish recovery programs and provide tools that will increase the chances of saving the lives of lost and missing persons.

The grant funding may be used by a county, any combination of counties, municipality, any combination of municipalities, any combination of counties and municipalities, or designees for the following purposes only: 

• Equipment costs
• Technology costs
• Training of search personnel
• Outreach about recovery programs for persons who wander
• Any other costs required to implement or maintain a recovery program for persons who wander
   

All grant applications must address all of the following:

• The specific activity the grant would fund
• Verification that participants in the recovery program for persons who wander are enrolled by their caregiver
• An estimate of the number of people who are at risk of wandering and might qualify for assistance in the community under the recovery program for persons who wander
• An estimate of the startup or maintenance cost of the recovery program for persons who wander
• Demonstration of working with organizations who provide services to individuals with medical conditions such as Alzheimer's Disease and related dementias, autism, brain injury, or developmental, cognitive, neurological, or chromosomal disorders, that may cause them to wander
• Description of how any recovery program participant will be provided the following:
  • Information about wandering
  • How to prevent wandering
  • How to respond to wandering
• Description of availability of local funding sources
   

General technical assistance regarding the grant application process will be offered to all applicants through webinars, office hours, and other means.

A match is not a requirement for this funding.
 

Money from the grant award may only be used for the stated eligible activities.

Eligible grant recipients include:

• County, combination of counties, or county designee
• Municipality, combination of municipalities, or municipality designee
• Local or county law enforcement agencies
• First responder services and/or agencies
• Any combination of counties and municipalities or designees

Counties, municipalities, and designees may submit grant applications jointly.

Funding decisions will be made by the CBI Director or designee in consultation with the Persons Who Wander grant management staff.

Priority will be in accordance with the respective needs of each county, municipality, or designee for tracking services and the availability of local funding sources, as documented in the grant applications. Awards to qualifying counties, municipalities, and designees shall be prorated in accordance with the availability of state grant funds money. 

Applications will be evaluated on the following criteria:  

• Specific activity requested for grant funding
• Availability of existing funding sources in your community to address locating wandering persons with medical conditions  such as Alzheimer's Disease and related dementias, autism, brain injury, or developmental, cognitive, neurological, or chromosomal disorders 
• The prevalence of people who are at risk of wandering and might qualify for assistance in the community covered by the recovery program for persons who wander
• Collaboration efforts with caregivers and organizations who provide services to individuals with medical conditions such as Alzheimer's Disease and related dementias, autism, brain injury, or developmental, cognitive, neurological, or chromosomal disorders, that may cause them to wander
• Description of how information will be provided to any family member of a participant in a recovery program for persons who wander about wandering, how to prevent wandering, and how to respond to wandering

Applications that are denied funding may submit an appeal within three (3) days of notification; however, appeals may only contain clarifying information specific to the reasons noted in the denial notification and can not contain new information. 

If awarded, grantees will receive additional information regarding administrative requirements.

Review Sample Grant Agreements 
 

The grantee will be required to submit financial and programmatic reports describing how the grant funds were utilized, including reporting of search and rescue statistics using technology
obtained under this section, implementation and maintenance policies,  and other relevant information on performance metrics. These reports will be required quarterly and on or before August 1, 2024 and on or before August 1 each year thereafter as funding is available. Performance metrics will be outlined at the time of the award.
